there was no year 0, the decade starts next year

Actually, the decade did indeed end in 2009. A decade is 10 years, and it began on 1/1/2000. That means it ran from the first day year “00″ to the end of year “99″ **inclusive**. That’s 10 years. Therefore, the new decade begins the first day of year “10″ and will run to the end of year “19.”
Trust me on this. This is the kind of stuff I actually lie awake and figure out. That and the optimal hotel room numbers with a preference for odd, prime, sequential numbers.
